I know this is an old site and this is an old thread, but I wanted to put in my resolution. I managed to fix this same issue by rolling back to an older version of SSF. I swapped to .11 Alpha R1 specifically and it runs like a dream on Windows 10 straight out of the zip file. I just pointed to BIOS files and use Daemon Tools lite to load the CUE/BIN of the CD.
